    Try a MIA Fender P bass and a MIA Fender Jazz bass. Buy whichever one sounds best to you. Both will nail the genres you mention. If you want to spend a lot of money, go for a Fender custom shop model.

    Rolled fully off sounds horribly muffled to me, obviously it cuts the output of the higher frequencies to the amp, seems like it 'strangles' the bass to me.
