Used to get swats in school all the time. The only two teachers who were feared in Jr. High were the Civics teacher, Mr. Diaco, who had a MEAN wrist-snap thing going on, and used a modified ping-pong paddle; and the shop teacher, who had the shop in the basement of the school. The shop teacher had a pair of clip-on roller skates, and made you wear them when he swatted you...he set you on a marked line at his end of the hallway, and had a two-handed paddle with a big slot in it. When you got hit with that, you'd be grabbing the backs of your knees...THWACK! He'd send you down the hall. He had a small board in the class where he'd measure how far down the hall you went (each tile was 12" square. The fearsome thing about him was, you'd hear the whistle of the paddle as it carved through the air on its way to lighting up your posterior...and sometimes he'd back off a couple steps and take a "practice swing"

Mr. Diaco was known to take a different approach. You'd have to "assume the position" up against a locker. You wouldn't hear a thing, except for a very loud gunshot. The immediacy of the pain was known to bring football player to their knees in tears. We'd be inside the classroom as he led the offending party out into the hall, closing the door behind them. He would go get one of the other teachers out of their class to be a witness. We'd hear him say "Please, face the lockers. Hands on the upper doors, please. Feet shoulder width, please. Do you know why you are getting punished?"
"Ummm, not really.." whereupon he would recite their transgression. He'd ask again, "Do you know why you are being punished?" To which the person would recite their transgression. "That's two swats for the transgression, plus one for having to explain it and wasting the classes time. Are you ready?" The person would almost be sobbing by now "I'm sorry Mr. Diaco...please, can I have detention instead?"
"I'm sorry, the punishment for this action is two swats, plus one for wasting the classes time."
There'd be a loud pop, followed by a yelp, followed by another loud pop, and another yelp, followed by crying, then another pop, followed by more crying. At that point, Mr. Diaco would say, "Thank you for your time, Mr. Johnson. We apologize to your class for wasting their time." The door would open, and the offender would be escorted in, in tears, to apologize to the rest of the class for wasting our time. Then they would go to their seat and very gingerly sit down, obviously uncomfortable.
The minimum punishment was one swat, but was really two, since there was one for "wasting the classes' time", and the maximum was three pops, plus the extra fee...
Repeat offenders were quite rare.
As far as I know, nobody who got paddled went on to become criminals.
