Looking at Les, I think I want a 29 fret 30” conversion of a 4001 with a Kahler nearly covering where the Ric’s bridge pickup would’ve been and a pair of bill lawrence P’s crammed between the new bridge & neck with both P’s reversed.

I would find a local luthier who's work you love and ask him to design a tailored custom bass.
The whole process of discussing options for your dream instrument with a luthier is really a great experience.
Plus, if you can spend that kind of money, it's even better to make sure it's not even a good investment, resell value must be lower than the build price

There are professional shoppers. My sister at one point was one for a celebrity in LA. They usually are paid not graded.
People who really invest do not tell strangers on a gear site to invest. There are other forums for that. The effect is people feel bad when they are told that. C- is not enough. How about expulsion or 2 week suspension.
Have you considered blowing the money on something experiential, HALO skydive in Davis California, Corvette or Porsche track day in Phoenix, some NSFW thing in Nevada. Vacation in Europe or Thailand.
Or just get some vintage guitar from Normans. Maybe you need more than 10K.

If you were a lefty (like me), I'd recommend that you get the aluminum-necked Kramer DMZ 6000B that Reverb has for sale. You seem to have every other base covered; might as well have an aluminum-necked "Neck-Diver From Hell", too. Which, if it's anywhere near as bad as my Kramer 450B, it most certainly is. It's a beautiful bass; the active DiMarzio pickups sound great; and since it will leave you most of that $10K, you've got visits to your chiropractor covered for a while, too...
That math seems off to me. If you did a 30" conversion with 29 frets on a Ricky 4001, either the frets would extend into the middle of the body, or the bridge would be scooted inward by a lot. It would be a weird looking instrument.
Talk to Tom at Konig Bassworx in Canberra, Australia and get yourself a nice 12 String. You might need a little more than that $10k though..... but not too much.
Buy 80-100 Glary basses.

These basses are filled with small intelligent details. The neck on mine is simply the best one I have ever played and I played a lot of necks. Strangely enough, it is not the most comfortable neck when I touch it and fret a single note, but I can play faster, more precise and with less fatigue on it.
Their string spacing is a bit weird: They factor in the string diameter - so the gaps between the strings measure the same. Which is great.
The (handmade) pickups are radiussed to follow the fretboard.
Their fretwork is nothing short of magic.
