Agreed, but there's overlap and it can be both. I think that when the shock portion is greater than the creep portion, the creep portion fades from focus.
There are a handful of “Worst Album
Covers”(and/or worst band pics)websites and FB pages, and that one always tops the list.

I love this painting so much that I made a song inspired by it ("O Triunfo da Morte" means "The Triumph of Death" in portuguese).

Page 6 and neither of these showed up yet? I guess we are all just desensitized to these because we have seen them so much... but kind of creepy.
Creepy is NOT gross out, tacky or tasteless, inept/bad artwork, dumb humor, cluelessness, blatant or obvious overloaded sexuality, cheap shock value, satire, or any of that. True ‘Creepy’ is when something is presented as normal, as in ‘there’s nothing wrong here’ but still has an air of things just not being right, and that someone made the judgement call that it was OK. This album cover may be in the category of “clueless”, but still...

My vote goes to an album cover actually showing a photo of a person dying.......I actually was in the store with this CD waiting for the checkout and found the cover so disturbing I put it back on the shelf.

These are creepy. Someone might say, “You’re just reading something into it, it’s innocent”, but so what, if it can be unsettling to anyone, however supposedly misconstrued, then it is creepy, and if it is creepy to one person, the odds are that they’re not alone...
