Seems to me if his business is small with limited employees, maybe he shouldn't have an online store. Instead use Ebay and sell out of a store front to street customers. If you put your business online for anyone in the world to shop from, you have to have the infrastructure to support the volume of sales that will potentially flood your business.
I find his effort to publicly appologize commendable, but you can't bandaid a bad reputation. I also understand that weather can unpredictably impede shipping, but a courtesy email should go out to customers awaiting their order informing them of unforseen complications.
