Given enough power the 12/6 will exceed the volume of a 210, that is my understanding. I was also told it will be close to reaching the volume of a 212.

Depends on the 2x12. A 2x12 with 3012HOs will crush a 12/6. With betas, it'd be competitive.
How many production cabs can you name with 3012HO speakers stock?
Barefaced. Also, the deltalite derivatives in berg, genz and mesa cabs will probably outperform a single 3012LF, even at max spl.
It's going to depend on your perceptions and how much bass you want. Probably very similar in apparent volume if you like a smooth tone profile (mids relatively similar in output to bass/low mids).
If you're a very aggressive midrange guy and that's how you hear volume, the 2x10 would probably be louder.
The 12.6 isn't a real efficient cab but it will go deeper than most, if not all the 2x10's I've heard. It also has very smooth mids. The power handling is quite high as well. All that conspires to make the 12.6 deceptively loud if you have the power to drive it.
If you are working with say 500 watts, the 12.6 is going to put out more full range sound than the 2x10 is my guess. The 2x10 is going to run out of gass tryimg to keep up in the deep lows and upper mids. If you eq'd the deep lows out of the 2x10, you could get lot's more volume out of it at the cost of tone...
