A dead pickup on a USA bass seems unlikely, but maybe I missed where the OP did troubleshooting to see if it worked. It seems like the more sophisticated the wiring gets, the smaller the leads are which could result in a bent or weak solder joint shaken loose in storage or transit. Add in that the cavity is probably jammed full of wires, and you have a perfect chance it is a loose wire. Loose wire would be sweet especially if you still got a discount or some free stuff. But it is also reasonable to expect that a new bass should work.
When I worked at a music store, we would put almost all of the guitars and amps out on the floor, and, every so often, people would ask to not buy the “floor model.” We tried to explain to them that these were superior to the boxed ones because we knew everything worked, and quite possibly the sales staff would steer you towards the better playing examples.
