I don't know whether the ref let the clock run too long or not, since I didn't see this match, but keep in mind that in this WC there is a minimum of 3 minutes of stoppage time added to every half because of the so-called "hydration breaks." (Grrrrrrr.... don't get me started on that.) Ordinarily 10 minutes of stoppage time would be considered "pretty exceptional," but not under this (ridiculous) rule.
The hydration breaks were already accounted for in that stoppage time (yay, America has turned "a game of two halves" into quarters - sarcasm aside, as much as I hate that, it has led to some vital tactical regrouping, that have made for some great turnarounds in matches).
10 minutes is a lot, though even with 3 minutes Hydration break taken out of the equation, that's still a pretty massive 7 minutes (and by the time play resumed after the VAR check, it ran on to 17 minutes)
Still that's nothing compared to England Vs Iran at the previous World Cup, which ran over by an absolutely insane 24 minutes of stoppage time.
