I always wear shorts (even to church). But if someone complains, I'll be happy to remove them.
RHCP gigged with just socks on their roosters. Briefs were a lot for them.

Would I wear shorts playing in a jazz combo at a swanky charity auction in February? Not a chance.
What about a frat party in early September? Yep.
How about the same frat's party in January? Nope.
Like I said, there's no easy answer... just use your best judgement.
