Good, cheap, loud SS head?

You could get a tech-21 sansamp rbi and a good used power amp if you shop around in your budget. Maybe you could even get the sansamp PSA-1 if you were patient and shopped hard or just saved a little more money. Would make for a very versatile high-power rig that would work with many speaker combinations (impedence wise). The sansamps are also capable of running in front of traditional bass amps as well, not just power amps. I've run mine in front of a Fender bassman 400 (which you can find used and still be in your price range).
 
SUNN, ACOUSTIC, PEAVEY...

More in particular the stuff from the 70's and 80's. Never heard an old amp from these companies that wasn't loud as ****. And they can almost always be found for fairly cheap. But it all depends on what you want as far as tone and stuff. Just thought I'd mention those brands since you brought up buying used.

I'm pretty sure a lot of old Peavey stuff ran at 2ohms. My Sunn Concert Bass and Concert Slave both run fine at 2ohms. Not too sure about Acoustic though.
 
Another vote for GK and Peavey.
You can probably find Peavey MAX/Firebass 450/700 heads for disgusting deals if you look around. They're going to go for less than GK.

I'd probably lean towards a used GK 700RB/1001RBII - lots of headroom, great tone and its also light/compact.

I would also look into the used SWR redhead or WorkingPro (if you don't mind a tube in the pre amp section on the newer models).
