Well, that's the problem with labels -- and especially the "prog rock" label: "Prog Rock" ceased to have any connection to the literal semantic definition of "progressive" about a nanosecond after it became a recognized musical genre.
I'd offer that none of the bands commonly thought of as "prog rock" offered up a tenth of the "paradigm shift" (and hence, weren't nearly as progressive) as Claude Debussey, Igor Stravinsky, Arnold Schoenberg, Charles Ives, Krzysztof Penderecki...or Duke Ellington, Charlie Parker, Miles Davis, Ornette Coleman...
But that's not really the point. "Prog rock" is recognized as a particular genre of rock music with a litany of specific characteristics, "progressiveness" not necessarily being one of them.
None of the above is meant to be a value judgement, btw.
