I think its all a matter of perspective- what's appropriate and cool in one situation is not in another.
Why ask why, embrace diversity. I for one would totally rock a fedora and sunglasses, shorts and no shoes to play jazz, rock, bluegrass, folk, blues, fusion, jam band- if I wanted to. Don't think the audience would be looking at my outfit after I started playing. They'd either be in awe or think I stunk up the joint (more likely).
Do what you want, wear what you want, play the way you want. If people like it then they have good taste and are intelligent. If they don't like it they are tasteless Neanderthals and cretins.

It is related to the OP point though: both are a matter of context. Shorts and sunglasses fit one place but nor another; caps suffer the same from perspective.

I feel that maybe your a lil outta touch considering the stereotypes you've chosen. Just my opinion, which means nothing.

I always wear shorts and never wear shoes at gigs. I might just have to buy a fedora and some raybans.

To the OP's question....
It all started back in the late 40's and 50's with jazz players and then later "Beatniks".
Jazz players and Beatniks were always considered more cool and intelligent than Joe Average.
It is because they were on another higher level artistically...one so far above the average person.............a world unto itself not readily accessible by the Great Unwashed.
Now if you are a rockstar you cannot look this cool no matter what you do because rockstars are by-and-large not considered to be intelligent.
Nor are punk-rockers , prog-rockers or stoner-doomists....
Some rockers will try to pass themselves off as being artistically as intelligent as the "beat generation" nowadays by going "unplugged" and giving acoustic guitar concerts.....
Never works........because people know they are rockers to begin with.....
80's Arena-rock bands ruined it for everyone as far as looking cool onstage and being considered a legendary "mystic"...
For instance ...one look at 'Twisted Sister' and you realize there's no going back and the damage is done....
If you are a bassist and you want to look "jazz cool" on stage........you'll want to leave the P-Bass at home........the P-bass tells everybody you are Mr.Mainstream Everyday Consumer.......
You'll need to find the most weird-looking yet stunningly interesting bass you can find......one that nobody else is playing and is the coolest thing anyone's ever seen.
If you are going to wear a Beret or Fedora.....it needs to be grey or black......do not wear any bright colors.
A Pork-Pie hat will work......but again nothing brightly colored......
No shoes........always wear big leather sandals/no socks no matter what time of year it is.......shoes are square.

Maybe because orchestra and big band musicians aren't good enough to memorize songs? Rockers in cover bands must be better musicians, and thus able to actually remember the songs they play.
