First of all, I don't buy instruments now. If i want one, I build it.
But playing the game as described......
Choosing from Musicians Friend's website, which is pretty much where I'd shop...I'd get a Fender American Deluxe Precision. Sunburst w/ a rosewood 'board. Good quality instrument, in a P/J configuration. Would do anything and everything I need it to do.
For an amp, the Fender TB-600C Bass combo. 400 watts by itself, with 2 10" speakers.
I'd pair this with a Fender 15" cabinet, which would bring the wattage output to 600 on the amp.
The reasons for these choices are simple. I play in church, and it's a small one. Most of the time, I would use the amp by itself. there's absolutely no need of the cabinet for 95% of what i do. For larger venues, to push a little more air, or for outdoor events, to give me a little more bottom, the 15" cab would be nice to have.
Given that I actually own no bass amp at present, but play out of the church's 20+ year old Roland Cube 60, I'd be in hog heaven with just the amp mentioned.
As for the bass, i already have a wonderful P bass built by my own hands, so I really only need the amp.
But if I had to spend the $4k to receive it, those would be my choices and my reasons.

I'd get a custom head built by Savage audio here in MN, modeled after the Sunn 2000s. Heck maybe 2 of em.
Pair that/those up with some matching 15/6 cabs and I'm a happy man.
Of course this assumes I'd have to spend it all. Realistically I'd put it in savings...

If the 4k HAD TO be spent on a bass, I'd look for a decent playing upright and continue my lessons. A new bass of any type isn't going to make me a better player. Adding an upright would be the equivalent of going out of the solar system and trying to navigate the galaxy.

Well, I'd use some of it to get a couple combo amps, then use the rest to get a Rickenbacker and use it with stereo to get that awesome Ric-O-Sound.

I think I'd buy multiple basses... maybe a Lakland Skyline Decade, Epi Jack Cassady, Maybe splurge the rest on a Gretsch in Walnut. Feel like the Gretschies are overpriced, but they look so good!

well, I'd slap on some different pickups on my P bass for sure, get that tort pickgaurd, new set of Ghs flats, better tuning pegs because mine are way to sensitive, then I'd get it set up and have the neck warping fixed. I'd try and find a Sunn 200/2000S head and 2 15 inch cabs, whatever brand. At that point I'd have like 1500 or so left, so I'd get a Big Muff fuzz, an awesome ass flanger and phaser pedal from some company, then I'd spend the rest on a new... Hm. A 6 or more string.

I'm starting to GAS for a few basses - with that money I could probably get:

Squier CV 50's P
Squier VM Tele/Precision (maybe)
Fender Modern Player Tele
Fender Classic 50's Precision and
G&L ASAT bass...

...I've not done the maths but I could probably get them all
