...but HAD to spend it on a new rig or a new bass, which would you choose?

I might get the new glockenklang head once it is out.
Possibly a buzzaudio Mic pre.
...although I am not sure how far $4000 would stratch.
Easier with British Pound or Euro.
I'd go for the rig. There's plenty of great basses for $1000 and under that I could save money up for and buy at a later date. But a really really nice tube amp and a couple of really really nice cabs will chew through that $4000 in a heartbeat. Maybe a Sadowsky SA200 or a Trace Elliot tube amp or an Ampeg SVT with a custom tube job paired up to two Bergantino NV215 cabs. That would probably use up most of the money.

I already have my forever bass - Fender '62 AVRI Precision.. I'd add this: Ampeg SVT 810 set up..
...and upgrade my in ears - new molds, drivers, and wireless system.. If I had anything left over, I'd look at Rics and Music Mans..

I'm not going to claim originality, but I would try to find a 1960s or 70s P bass, a used Rickenbacker, and a Peavey VB-2 head. I don't know if $4000 would cover all that though...
ok folks, this is a crazy story- happened to me about a month ago-
I have a friend who owns a car dealership, and his plan was to redecorate it with vintage cars, surfboards, guitars and what not. A virtual "man cave" really. Must have worked, because he sold 17 new cars the weekend after the remodel-
Anyways, he knows I'm into guitars, so he contacted me on a Monday, and said he needed 4 or 5 vintage guitars by Wednesday so he could hang them in the dealership because of some advertising presentation he was doing blah blah blah- the long and short of it was- could I get him 4 or 5 nice vintage guitars for 10 grand? WHOA!!! Yeah, dream shopping spree!!!! He had to ok the guitars, so it wasn't like I had free run to just go out and buy anything I wanted. There are a couple of good shops here in Providence, but I focused on a place right near where I live called Empire Guitars. I went down that night, told the guys there what was up, they kind of looked at me with one raised eyebrow- and we started photoing anything I thought he might like- Old gibsons, strats, an old ric, a new ugly purple sparkle gretsch that I was SURE he would want.
So, here's what he chose-
-66 Gibson es-125
-67 Fender Coronado 12
-Newer Ric 620 black
-Purple Gretsch Brian Setzer model
-73 Fender Strat
-2004 Fender Strat
all chosen for their looks, basically- he could have done much worse...
and that folks, is what 10 grand will get you in nice, some vintage, some not vintage guitars these days in Providence RI when you have less than 24 hours to make the deal go down. Yeah, I know, he paid a premium for the guitars- but he didn't have time for me to do a month of bidding on ebay- or buy stuff from individual sellers. It was good, he got some nice guitars (no basses!!!), and furthermore, he claims they sold cars for him.
How did it feel?? A little bit like x-mas when you're a little kid, and it's over, and you realize you didn't get the ONE gift you really really wanted. The first thing I thought AFTER I made the deal was, "why didn't i walk in there and say..I want 12 grand in guitars, I'll give you 10 grand cash, no muss, no fuss." ..and scored a really nice old Gibson EB-2 or something-
oh well, here's a pic of the guitars up at the dealership....and a couple from the bass room at Empire-
It was fun none the less- and I get local bragging rights about throwing down 10k at Empire---

Wow looks like they've really expanded since I've last been in there. Or at least loved things around. A lot more fender amps in there now. I picked up my fretless precision there a few years ago. Cool little shop but certainly on the high end in prices.
As far as the op's question, I'd get a Marcus miller 5 and a berg nv610 or barefaced 69er. I've really got everything I need except a smaller-than-my-8x10 cab for my svt and an active bass, though those are certainly things I could get away without.

Empire opened a whole new "dedicated" store out back from the pawn shop they used to share- It's pretty great. Alas, they do most of their sales online (which keeps the prices high), but they're really nice dudes, and don't mind you coming in and playing everything in the store.
Does this guy still have those guitars up on his wall? or was this just for the promotion kinda deal? I hope to god he didn't leave all those beautiful guitars up on the wall for no one to play.

At least one custom build, if not two or three - a Drake, a LeCompte, and/or a Clement.
Then, a Traynor YBA300 head and a Traynor 8x8 cabinet.

I tired to sell him on the idea of a range of "vintage reissue" gibsons, fenders..etc. If bought right, I think those are some of the better quality instruments, for the price, that can be had nowadays. He was dead set on having a mix of actual vintage, and newer quality, but still "iconic" (strat, ric, etc) in the mix. I think he did alright for coming into it with zero guitar knowledge.
And no, they weren't just a temp promotion thing. They are on the wall for a long time. There are a couple of salespeople who work there and pull them down to play them-
