Jays and Cubbies in the World Series would make me very happy--the networks not so much.

Yup, that's true, although they had a go for the pennant back in 2003. Alas, although Toronto's a huge market in Canada (actually all of Canada other than pockets of loyalty to the Mariners, Tigers, and Bosox), it doesn't have a lot of fiscal clout for the US networks.
I should have noted in my comment above that the Cubs getting to the World Series would be such a draw that the opposing team would be somewhat irrelevant.

To MLB, Toronto would be generally be in the Milwaukee, KC, Cincy range for TV even though we are as big population-wise (now bigger?) as Chicago.
