Need advice regarding my neighbors

Hey TB, in 15 years this is my first non bass related post. I have a problem, let's start at the beginning.
I live on a dead end street, 13 houses total. Average sized, middle class American homes with decent sized yards. Homes were built in the 80s, no modern cookie-cutter stuff. Owned my home for 15 years.
About a year ago 2 stray (or so I thought) dogs started to roam the street. Any time you look outside they are running around, laying in someone's yard, just generally hanging out. We have lots of kids around, the dogs were never even remotely aggressive to anyone. A few months later the wife is out walking our dog, one of the strays attacks. I call animal control, they show up but don't see it. A month later it happens again. This time an old woman runs down the street to get the dog. Apparently they both belong to her house, she just doesn't confine them in any way. We converse, she says sorry and that it won't happen again. The very next day the dogs are roaming again. A few weeks later and another dog fight, mine in a leash in my yard, hers roaming free. This time I call the cops. They show up and do nothing because she now has the dogs inside. Cop said to call them again if it happens again. It does, so I do. Again by the time they show up the dogs are back inside so they can't do anything. A week later the house gets raided and they all go to jail for distributing meth.
Fast forward a few months, it's now January. Out of jail, back in the house, and the dogs are....You guessed it, roaming the streets.
Cops can't help, the owners don't care. So now what?
 
Get a hunting camera and attach it to a pole then use that as evidence ... Or just walk by and casually light a match and throw it trough their kitchen window ... Just kidding or am I?;)

Seriously whatever you do be careful meth heads tend to be meth heads.
Evidence? The cops don't care. Actually the last cop told me to shoot them. I'm not killing a dog in broad daylight in front of my kids.

My mom had a very similar problem--except these were pit bulls. These dogs attacked several of the neighbors and nobody could even go for a walk. Cops refused to do anything about it. Animal control refused to do anything about it. After several months of this, enough is enough. One dark summer night, those dogs "disappeared" and were never seen again.

You didn't hear this from me.
