So I posted my Peavey Cirrus USA 4 String Walnut Bass on craigslist and this guy e-mails me saying my bass isn't worth more then $400 and "any bass peavey ever ran never exceeded $500." I thought $800 NEG. was a fair price for my Cirrus but apparently this guy didn't think so, it has it's OHSC too. I just thought that this was funny for some reason.

Guitar Center lists a comparable Cirrus for $600. If your bass is in good condition $400 isn't entirely unreasonable. I agree the response you got is highly idiotic. 
yeah im running into the same problem with my conklin 5 string. im checking around and my price is fair, yet i still get the responses that its too high.
I'd have to say especially in the states the general market is "recessed", and so higher prices are going to be less well received for used instruments. Excuse me, "pre-loved".

This guy doesn't know much about Peaveys. I think that $800 is too low myself. $801 is what I'd ask.
People troll craigslist to pick up insane bargains and then flip them on eBay. It costs them nothing to offer half of what you're asking. Most of the time the offer will be rejected, but if they get an "okay" 10% of the time, there's a lot of money to be made.
I call those guys "price Nazis". They are all over and I see their "RE:" postings popping up far more often than they should. He probably didn't even want to buy it, did he? He just wanted to talk about how "he's protecting the kids from rip-offs". That line just makes me laugh a little every time.

Some people, will have a bad day at work/whatever, and take their anger out on random internet people.

Or...you could reply pretending to be overjoyed to get his offer and agree to meet at a specific place, never to actually show and leave him standing at a remote truck stop for an hour.
