Don't cut. If you look at the top the right way, it looks like a side view of an octopus head, with the dowel as its eye. See that, then expand on it

To cut or not to cut...

That's where you mount the side-view mirror from a motorcycle, or off the door of an old Chevy so you can watch the drummer while you play
I would put an ordinary mirror there. The audience would think they are seeing an extended headstock, but they are really only looking into themselves.
You could drill a shallow hole and epoxy a coin of some sort there. Maybe an old Kennedy half dollar of your birth year or a Spanish shipwreck coin, etc. 
Mount a go-pro camera and leap into a fully packed dance floor.
Couple braces and a board and you'd have yourself a nice bookshelf for your complete volume of Mel Bay Electric Bass Method books.
Unplug and fill with your favorite pipe/bong and get back to us on the feeling of enlightenment!
If you are going to tinker you might as well go all the way. It looks pretty awful as is, might as well hack some more.

OP - don't cut it! Instead drill about a 2" diameter hole through it so you can hang your bass on a meat hook vs having to use a stand or a guitar wall hanger. That would be the perfect treatment for a test mule.
