What would you buy with $$1600

As usual, I'm gonna be "that guy"...

Put it in your savings! You've already got a top-notch bass (unless it has a problem we don't know of)

I'm gonna be "that other guy". THis is a terrible idea. A savings account holding $1600 will lose money due to inflation. A mutual fund stands a better chance to make you some money. Assuming no recession in the next five years a fund that invests in chip manufactuers and software could easily double your money in five years.
Think what a nice bass you could buy with $3000, and as a free bonus you will be a much better player by then and can really enjoy an expensive bass! ;)

If they built it for me I'd be down

Putting all the parts together isn't that hard. I would guess its about 3-4 hours to install everything.
Biggest problem, at least to me, would be the paint job. I can do a decent enough job with rattle cans, no runs or anything. But dust is the enemy when doing stuff like that. And all the sanding in between and the final buffing and all that.

Thats part of the reason why I haven't done it yet. The other part is that I need another guitar/bass like I need a hole in the head, I'm actually trying to slim down a little.
 
I recently purchased an original Linden NJ SVT and 2 ea 4X10 Ampeg cabs for a bit less than your budget but I'm not likely to be hauling that 85# head around at my age.

Still, I'd probably go the amplification route and get an MB800 Fusion or used 2001RB both by GK, with the speaker setup of your choice. I recon that either could be had within budgetary constraints and could cut through the mix with no worries.
