WITH A CAPO ON THE FIRST FRET (or just holding it down) you should measure 1/16th off of the highest fret from bottom of string to top of fret.
neck relief is important for that to work, but as far as height goes that's a great number to aim for when going "low." This string height will include some buzzing for most of us, but it can be finessed in such a way that it won't bother you.
