Generally, public punishment is used due to the belief that a public exposure of the action's consequences would act as a deterrent of potential offenders.
Furthermore, public punishment is usually accompanied by some form of humiliation or ridicule of the offender (as was the case in Roman times, for instance), as an act of public rejection of the offender's action, so as to enstrengthen society's moral norms.
Seeing an execution is giving a message that it's okay to kill a human being as a punishment given by society of wich your child is part of.

Devil's advocate...there are plenty of people who don't think that death as a punishment is always a bad thing.

Or do you mean female circumcision, which is cruelty to women. This kind has no medical point, but is just plain cruelty IMO. And it's performed not as punishment.
Here is an interesting fact - It costs $48,000 to keep one inmate locked up for a YEAR!!! in CA, thats more than I make. and thats 2 times the cost of sending one student to a university!
