If you’re asking about per voice on a synth, I think that would be a parameter in the synth.
If you wanted static panning, eg, a certain velocity always delivers a certain position in the panorama, PanMan won’t do that as far as I can tell (there is always a LFO so in envelope or ADSR mode louder will move more or less or faster or slower) but it would be possible to do in Bitwig where one can assign an envelope modulator to a pan control for consistent results. The bonus with the Bitwig modulator is that you could control it with aftertouch, mod wheel, velocity, whatever. I’m sure Max4Live could do this too, and I even bet it’s somehow possible in Logic.
