This is what I'd do.
Thank her from the bottom of your heart and tell her that this bass will now become your number 1 cherished bass. Give your real number 1 cherished bass away to a school project or some budding youngster without means.
She will be entirely bowled over with your awesomeness and magnanamousousness
and you'll become her undisputed hero for the rest of your natural, your awesomeness never diminishing in her eyes. Believe me your brownie points will forever be in credit.Just gently try to discourage her from bringing anything else home though like a cat dropping a dead rat on your doorstep every night, as you will soon run out your collection with philanthropic gestures and have your prized collection replaced with meh basses.

If you gig with a band, advertise it as a giveaway at a show! Let people know it's a short scale and perfect for students. Tell everyone that they need to get a ticket before the end of the first set, and winner must be present when the winner is called near the end of a later set. You'll buy a lot of butts in seats for that $20 investment.

If the fretwork is shoddy, I’d consider de-fretting rather than spending the money &/or time to get the frets right.
If the fretwork is good, and it can be set up well, I’d fly it just as it is now and make future plans as to what it needs based on how it sounds. Future plans could range from new electronics, using as a trade-in, selling for double your money, or making it into a lamp…

One thing you could do is play some killer bass lines on it like Joe Dart did back in the day...
First thing to do is thank your wife for her thoughtfulness. And, thank your lucky stars that you have a life partner who keeps you in the front of her thought process.
Next, take some time to evaluate the bass and its possibilities as a player and possible mod platform (if it needs changes) to make it truly exceptional. You may have more here than your initial impressions indicate.
And, if it's not for you, give it a good setup and donate it to a young or struggling musician, church or school music program.

Just a thought. If you give it away, will your wife be offended? If she doesn't know what instruments cost, as you say, she might think she gave you something nice.
She did give him something nice. Those basses are completely gigable.
