The beat Buddy is on my board. It has stereo line and headphone outputs.
Looks interesting all it needs is a headphone out, and some type of digital out, lose the cab sim add some EQ (optional) and you have my perfect end of chain pedal. With this I'm back to using a daw to hear stereo. I think we should be able to hear stereo pedals as easy as mono but I'm finding that's not the case .
Maybe just get a cheap USB audio interface with 2 (line) ins? They come with headphone out and - as an extra - are powered by USB, so no need for another 9v source. I have a Motu m4 (the m2 would suffice for just 2 ins/outs) and it can run without a computer, too.

It has headphone out. Are you even trying? Or just want to complain about your particular requirements and budget?

It seems you want a very specific set of features, in a small pedalboard enclosure, at a budget price? That's a big ask. The tone of your posts seem indignant towards the manufacturer featured in the thread, do they owe you something we aren't aware of?
Heck, I'm not a music hardware developer but even I easily understand that to make a product profitable from concept to end product, one has to consider a wide range of perspective customers!
I never said budget again people SA wanted feedback of what people may be interested in, now I do that exact thing and I'm getting back lash, honestly I'm done.....
or from another point of view - you got lots of helpful suggestions of existing gear to do what you want, which both helps you, and helps SA work out what the need would be and competitor products …
Btw I have used a Behringer Q802USB to do everything you’re asking for. There’s higher quality options out there but at £50 secondhand it lets you do some fun stuff
I’m confused about what exactly you are asking for? A stereo headphone amp? On my stereo recording board I put pedal preamps (all mono) before the split into my stereo signal, as most of my stereo FX are delay, reverb and modulation that work best after the preamp in my experience. I use my HX Stomp as the final interface, additional stereo FX and looper with the stereo FX in its stereo FX loop as @Derek Williams mentions (and the Stomp has a headphone out).

The hold up (besides my schedule) is that I have some noise coming from the Atlas compressor. I’m only a little ways into troubleshooting, but I’m hoping it’s cable related. It sounds like tiny little helicopters, activated with the pedal.
Running with Eventide power supply & EBS flat patch cables. Figuring it’s either a bad patch cable or an unlucky rub of power and audio?
We’ll see, but any pointers are welcome!
I'm making a little progress, but started a post to a "noise" thread instead of clogging things up here. I do think I've isolated it to power/electrical vs audio, and have a plan for next steps. (Giving each SA pedal their own outlet, vs any of them being daisy chained)

Very often you will find that digital pedals that utilize a clock (time based) can leak noise when sharing power. A dedicated, isolated power line is always advisable with digital pedals but not always necessary. Making sure your Atlas is on its own isolated power is a good first step. Also consider that compression often (if not always) raises the noise floor of your signal, so any upstream noise is exacerbated!
