What is an unauthorized payment?

"Any payment made from a credit card, bank account or PayPal account without the account owner’s permission is an unauthorized payment.
When PayPal believes that a payment is unauthorized, we place a hold on it. Money can't be withdrawn until we determine if the payment is authorized.
If the payment is unauthorized, the money is returned to the sender's account. Sellers who meet the eligibility guidelines unde PayPal Seller Protection are protected.
If there is unauthorized or suspicious activity on your account, you should report it through the Resolution Center."
Each and every transaction is unique and requires your authorization. the only "automated" transaction I have encountered is my eBay fees to be withdrawn from my PayPal account, I had to specifically authorize this (I set this up). This has been my experience using this service for the last 12 years and over 1000 unique transactions.
But I know PayPal did not always have this policy and different users have different requirements depending on length of service and other conditions, but not in this example.
I'm not disputing anyone's experience, but this withdrawal should not have happened based on their conditions.
