Looks like that scale will work. You should place the ruler on top of the fret, not on top of the fretboard. Measure from the top of the fret to the bottom of the string.
I just check the E string on my CV50P , clearance from string bottom (same location as your image )to fretboard top - 3.2mm.
String Bottom to 12th fret wire top - 1.75mm.
Since I don't know how your nut slot condition, I suggest you try Fender setup guide ,. Neck relief .012 check point on 7th fret , Action check point at 17th fret.
2.4mm E string to 2.0mm G string.
Once done, make inspection on fret buzz. If there are buzz happened on some fret, that's means the factory fret work are out from factory standard.

Stop using rulers to set the action. It depends of your strings and playing needs/hands.
If you can't set it as low as you wish, either strings are too stiff for your hands OR your neck is bad.
To this day I had 9 CV/MP 1st Gen (China) necks and 8 of them were awesome in terms of fret levelling. I had 3 CV 2nd Gen (Indo) necks and all of them were terrible and could NOT be set with a low action that I wanted. Samick and Cortek can't do what Grand Reward did, period.

Mine was the 2nd gen Modern Player : it was Fender hi-mass bridge (meh), 4 knobs and 1 with 4-position switch and trussrod wheel instead of being at the headstock. Sold the body with a CV 2nd gen Jazz Neck, kept the quartersawn one piece maple neck
It required a fret levelling job, but I have my Indo CV set to 4/64" currently. It's been rock solid right through a hot summer and super cold winter. Sure, I wish there hadn't been some uneven frets on the neck, but I found a way around the issue and this has been my main player since I got it a year ago.
There's enough evidence to show they don't seem to be as reliable/awesome on QC as the original CIC run was, but these 2nd gen CV's certainly aren't all lemons

my indo 60s p bass has the lowest out of the box action without buzz that i've had on a new bass. even put light flats and added some relief and it's still ridiculously low. my china squier ? not so lucky ! needed a bit of work to get to something usable and it's still higher than the indo.
i think the bigger lesson is stop buying used guitar center basses. you don't know what crappy care those things have been under with their previous owners

Both China Fender Modern Player and CV line are same stuff, the only different are pickups and headstock logo.
The Indo CV just has more "Lemons" happened than previous China CV .... My CV50P QC just not better than previous indo VM bass.
The low cost Bacchus stuff just get shine . My current Bacchus BJB1RSM has similar QC to my previous CIC CV 60J and much better than current indo CV60J .She has thicker neck profile that i prefer over CIC CV60J neck , plus both rock steady roasted maple neck and superb factory fret work just make me giving more trust on Bacchus.
i am hoping the Diviser will introduce their BPB-1 P bass in roasted maple neck version soon.
