It looks like the finish over the binding has worn off and has lots of funk up under the worn edge.
I didn't think about that, but that would make sense too.

A bass that has played a ton, obviously, from the era when people played crap out of their instruments. I like it.
"Update*** I’m taking this down soon to trade so if you want it, buy it! Stop screwing around and asking me dumb questions like “what’s your rock bottom”. TRUTH you won’t find a cheaper 1974 players grade vintage Jazz Bass ANYWHERE!) according to reverb data there hasn’t been one this low priced so there you go. PROOF lowest sold was $1960. This opportunity will be gone for good in a week. Just put it on you CC and go and tell your significant other about it later."
If he is going to trade it, then why still have it listed for sale? I understand salesmanship, but such aggressive text (like the rest of the description) is a turn off for me.
Looks to me like it is a compromised survivor of a flood. It may well play as great as the seller states, but I doubt it. For that kind of money I would build a Warmoth that I KNOW will be great. BTW he forgot to mention the crack in the headstock by the E-tuner. Common I know but still noteworthy. Also regarding the burn - it does look faked. I have a Musicmaster with real cig marks put there accidentally by me and they look nothing like what's on this bass.
I like the look, but that neck is ROUGH and all of that wear would be a turn off for me. I don't think the price is too far off for the age, but with the issues it has, I would be a hard pass.
Also, I'm sure he's terrified that if he pulls the neck he'll never be able to get it back on again.
