I need to buy a tuning device, what would you guys recommend it's best: the ones that clip on the headstock or the ones that you insert the cable into the device to tune? Which is best or more precise?

Pedal tuners are my favs. Polytune 2 or Boss TU-3.
Polytune Mini is a very space saving pedal if your board is crowded but the lack of fine tuning is a big miss (it's always on 440).

I meant these two types, the pedal ones are waaaaayyyy too much expensive for me:

I've had several brands over the years. Currently I have a TC Electronics PolyTune with my rig at church. Works great and acts as a mute when needed. I also have one of their clip-ons at home. Are they the best for average person use? Don't know. Likely not, but I'm not going to pay several hundred dollars for a tuner that clearly gives me a noticeable "better." Do they reliably tune and can be easily seen when doing so? Yes. Would I buy them again? Yes, but I'd have to be convinced there is a noticeably better tuner.

Caution: Some bounce around while trying to tune and some are difficult to read in various settings (those with needles).

I have all four types of tuners - rack mount, pedal, palm held, and clip on. I don’t find any of them to be significantly more accurate or quicker than any other. The one that I use 99% of the time is my $20 Snark Clip On tuner. It picks up my low B and E strings on every bass I own just as fast as my $300 Korg Rack Mount tuner and I don’t have to be plugged into anything for it to work.

The palm held was my first tuner purchase and is my least favorite to use, kinda clumsy design.

The rack mount was my second tuner purchase and took the place of the clumsy palm tuner. It worked very good for stage but had so many bells and whistles that if you pushed the wrong button in the dark it would take you a few seconds to cycle back to the proper setting for bass tuning.

The pedal tuner was my third tuner purchase and worked good on stage as well, it even doubled as a mute switch. However, I’m just not into a lot of pedals and now that I’m not playing out much I don’t even have a pedal board.

My last tuner purchase was a clip on Snark tuner and is by far my favorite in a non gigging setting. It’s dead simple, dead fast, dead accurate and dirt cheap. You don’t need to plug in to anything, it’s on with the push of a button and turns itself off after a few minutes. It works perfect on every bass (that has a headstock), is fairly durable and is easy to read in the dark or in bright light.

There are a couple of different snark models but this is the one I like best, it has a finer scale and works better than the Snark X model…

I was just thinking that!
The other option is an app for a phone or tablet. Why buy more hardware?
I find the snark clip on tuner goes through batteries, so for rehearsals (if I don’t have my pedalboard) I just put my phone in front of the cab and use an app called Cleartune.

Can't address the most precise, and "best" depends on needs and likes.
I went with a pedal because (a) I won't lose or break it, (b) it doesn't need a battery, (c) it doubles as a hush switch. The Korg Pitchblack had the best bang for the buck (for my needs) at the time, so that's what I went with. It has several display modes. I like Strobe mode, but then I grew up on Conn Strobe tuners in band (trombone).

всем привет
стал обладателем Gibson Thunderbird USA 2001г.
Есть высокое действие с оригинальным мостом
Замена моста на Hipshot или Babicz
[There are plenty of fans of both. I don't think you can go wrong with either. I like Hipshot; it costs less, does what I need and looks great. (I use Google translate.)]
