Your question was answered, you're just not getting it.
You don't lower your action only by tweaking the truss rod. There are other things you have to do to get low action. A set up consists of setting the relief (with the truss rod), as well as setting intonation and string height by adjusting at the bridge. The bridge and truss rod adjust TOGETHER to set your action. Without taking some measurements no one knows which one you need to do, or if you need to do both.
If you're impatient and not willing to read and understand what other's are trying to help you with then you are better off taking your bass to a technician. Have someone else do your setup. You risk damaging your bass otherwise.
