Cab design and port size could certainly be a factor. I know from much experience that the Hiwatt 400 farts out cabs much easier than other tubes amps I've had especially with the 'bass' EQ knob dialed clockwise. The output transformer has a frequency response range of 3.6 hz - 112 khz. MHuss Hiwatt Amplifier Pages - Tech Info
If your amp is putting 3.6hz-30hz into your cab, I'd consider that a design flaw. I'd also consider picking up one of those nice high pass filters that are floating around these days to keep such signal from your speakers.
