Really, it depends on where you draw the line as to what "belongs" and what doesn't. Iamlowsound has chosen to draw the line at "bass-related forums". That makes sense, considering the name of the website. You've chosen to draw the line at "music-related forums". I can see that (notice how I'm open to other's interpretation of the website?), but I'm a bit more broad with my understanding. I view it as an online community of bassplayers and what interests them. What puzzles me is how you are positive that OT doesn't belong because it isn't music related, but don't see how Iamlowsound can view the Band Management as not belonging. It clearly isn't bass related and the frickin' site is called talkbass.
Let's be honest. On a website called TalkBass, any forum not addressing bass-related discussion is "off topic". How far off topic is what we seem to be debating. A grey area at best that you seem to want to be black and white.

I don't go by "my" interpretation or any other- I go by what the stated point of TalkBass is- "To provide a source of user-contributed useful information relating to the bass guitar and double bass, gear, bass playing, and everything bass. " Sure that can be open to interpretation if you want it to be, but by those same guidelines I could interpret a pumpkin to be a donkey
