Mental health is a serious issue. This person probably needs psychiatric help, but that is out of reach for many due to $$. Ironically, if he lived in Canada the public healthcare system would pay for it.

Everything's a mental health issue nowadays. This guy clearly knows what he's doing is both creepy and illegal. He's not crazy, just a creeper.
Sadly, 'Mental Health' is one of the biggest fails of the Canadian Health Care System - our streets are crowded with people who might not be living on them, if the system didn't fail them so miserably...
Yes, the Canadian health care system will pay for psychiatric help. The proviso being the person with the problem actually has to recognise they need that help and then reach out and get it.
Creepy, illegal and "crazy" are not mutually exclusive (although the guy has not done anything illegal). Your dismissive attitude to our collective mental health is troubling.
I sure have seen quite a few mental health/behavioral clinics popping up lately in central Ohio, lately. Not sure if they'll help, or not... but, timing is everything, isn't it?
Well, arguably you'd be better off not getting troubled by every random thing strangers say online. That'll probably do more for your mental health than whatever detriment you think my opinion has on it.
