Most likely the signal does not "stops at 40 Hz as the lowest transmitted freq". Most likely the signal level is just down -3db at 40 Hz but is still present and audible.

The OP is correct. The tweeter will work just fine in the OP's proposed configuration. Building the cable correctly might be a bit tricky if the cabs' input jacks are not re-wired appropriately. Example cable for stock-wired cab input jacks: The "+" output of the amp needs to connect to the "+"...
